Abstract:
This manual describes the requirements for the justification of all investment in capital expenditure regardless of the service or funding arrangements, i.e. is applicable to both Flood Defence and DoE projects. Provided in the manual are summary appraisals, details appraisals, re appraisals and post project appraisals. Twelve annexes are also included, giving treasury guidelines, asset lives, discount factors, project groups and project appraisal panel, flood defence levels of service, flood defence and DoE Priority Ranking, guidance on environmental assessment, MAFF guidance for flood defence projects, definitions of improvements, economic analysis and justification for general, flood defence projects and DoE projects.
