Abstract:
This report reviews current Catchment Management Planning (CMP) practice in the NRA and elsewhere in the UK and Europe; it discusses fundamental issues such as definitions, benefits and disadvantages; it recommends a policy framework and outlines the form of implementation and the resources needed within the present organisational structure, including management issues. It also includes Guidelines to enable Regions to develop plans in a structured way indicating when and how consultation should take place with external organisations. The importance of CMPs is discussed particularly in relation to the Water Quality Function in connection with the setting and reviewing of statutory Water Quality Objectives.
