Abstract:
The aim of this report is to review NRA emergency procedures at national and regional level and to make recommendations. One of the most common retorts faced by the author of this report was: 'What is an emergency?'. Underlying this question was a genuine concern - the NRA regions remain unclear as to when an incident stops being simply an incident, however serious, and becomes an emergency. This report includes a review of all NRA regions and an assessment of procedures and recommendations.
